Meeting Accept in Outlook 2003

I have a user who is using Windows 2000.He is receiving meeting request from sender but at the time when clickes on Accept unable to accept it and displays massage as “pelase contact your administrator”.

Please resolve this issue ASAP.
This problem is very critical.
