Microsoft Access vs Web Reports

I currently have an in house application written in Microsoft Access and deployed as an application with MS Office Developer’s Edition. The application is a front end reporting tool (EIS) for an oracle database. I also have 5 forms utilized by theapplication.
This cost me around $1,200 in software to purchase and deploy to an unlimited number of desktops within my organization.

Is there an alternative that you know of that I could use to produce reports and forms in a web page? Is therean alternative I could use as a desktop client?

I am looking to get out from under Microsoft’s upgrade/licensing tyranny. I’m looking for ideas of software that might work and I’ll explore.
