Microsoft file and print sharing

Does the computer that has the resource i.e. printer attached to it have to be on for another PC to be able use the shared printer? If a boot-up password is installed on the PC that is sharing out the resource, will the other pc be able to use the resource on the PC with the boot-up password on? Thank you!
