Microsoft Outlook 2003 Starting in Offline mode with POP account

I have read the post on this from 10/11/08 but it was explained by using an Exchange account.
The Person that is having an issue with outlook starting up in offline mode is only using a POP3 account as is everyone in our office but no one else is having this issue.
