Microsoft Windows XP Media Center – Can’t get TV to work.

I have a computer (Toshiba Satellite P10) that has Microsoft Windows XP Media Center 2004 on it at the time it crashed. I pulled out the recovery disk and rebuild the OS from it. I applied all of the updates. It appears that the system runs well. Except that I can’t get the TV to work on the laptop.

I want to be able to watch TV from the laptop. For some reason it does not work.
When I go into the media center start menu the My TV option does not appear. Can part or all the Media Center be reinstalled?

What am I doing wrong?
