MIS as a Service Center

The company I am employed by is thinking about running the MIS Department as a Service Center. I am looking for some help, determining baseline cost rates for my department, Also information on allocating server usage, network connect time and any other useful variable. We are Manufactureing plant with a New ERP system (IFS). Our pimary customer in the the US Army.
