Missing IRQ numbers 2-7. anyone know why?

Also #16 has SMbus controller, UAA Bus Driver, intel express chipset family, 18 has a universal host controller as dopes #19 which also has a storage controller and #23 has another host controller and an advanced usb host controller. I s this normal. Problematic? possible security issue?
