Missing Menu Bar with “Tools/Menu Bar” checked

I have several computers with the same IE7 Problem. Under “Tools” the “Menu Bar” option is always checked, yet the menu bar doesn’t show anywhere on the IE7 page. Not at the top, not under the URL window, NOT ANYWHERE! Additionally I can not uncheck the “Menu Bar” option. It always remains checked even though I have Administrative Privileges.
