Mobile App Consulting/Advice

Would anyone be able to tell me whether there are consultants out there (I’m based in Sydney Australia) that can advise on mobile app development? I don’t want to approach an app development company as they will likely want to develop the app for me themselves. I am simply seeking some advice so that I could prospectively develop an app myself, as I dont have the budget to outsource development.
