Move outgoing mail to a specific folder

I would like to be able to copy outgoing mail to a specific folder depending on the subject. For instance if I send a mail with project number “1234”, I would like a copy of this mail to be automatically placed in a folder for project “1234” – I know that this can be done using a rule in outlook but I would like to set this up for a whole organisation so that any mail sent for a particular project would be moved to that project folder (as long as it contains the project number in the subject), I would like to know if this can be done on exchange or is there a plugin available or what is the best way to do this.
