Moving Users

I am preparing to move users from one Windows 2000 server to another and am wondering if there is a simple way of moving all user files while maintaining the current rights and permissions.

On my servers there is a share folder “Users” and under that are departments such as “InfoSystems”. In that folder is a shared folder for that department and a folder for each user. Obviously, each of these folders has different rights assigned. The company can see Users, only IS can see InfoSystems and Shared, whereas only the user can see his/her own folder.
