MS Project Team

My company is looking at ways to implement MS Project. I have heard of companies having 2-3 MS Project specialist who perform all the project tracking and maintaining of Projects for their department, even though they are not the Project Managers.Does anyone know of places where that is done and what their setup is? Thanks for your help!!
