MS Proxy Server 2 Packet Filters

How should Static filters be set up in MS Proxy Server 2 to allow Web browsing. I have successfully set up filters to allow Exchange server on the same Proxy Machine to exchange messahes with the internet. However when I use the predefined HTTP filters web browsing is not possible.
