MS Word Formfill Templates

I am living in a 55+ retirement community and often create formfill templates in MSWord. Many of our 7,000+ residents cannot afford MSWord so they need an alternative that will work with .dot templates with formfill. I don’t believe MSWorks will open them, and have never tried Open Office or similar freeware! Any help would be greatly appreciated.
