MSO2007 Compatibility Pack runs on one user account, and not another.

I have been asked to deploy the 2007 Office File Format Converter pack to a department in the office. I did so with mixed results, since the MSO environment is a mix of Outlook2k3 and Office 2k without Outlook 2k. One of the most troubling issues I’ve come across is the following:
When I log in with my Domain Admin account, the converter pack works. When I log in with the PC’s users’ account, it does not work. So I thought, “Must be something to do with admin permissions.” So I elevated the user to admin on his local machine and it still doesn’t work. I’m kind of at a loss as to what to do. It’s obviously not a software issue, as I can use it just fine on the same install but from my user account. There shouldn’t be any permissions issues, since I added him to the local admin group and it still didn’t work. You folks have any ideas?
