Multiple User Program Errors

I am Running a Computer with Windows XP MCE SP2, and have Multiple Users On the Same Desktop, and anytime i Install a Program on my Administrator, the Users don’t Gain Access to that program…so i have to change all the Users to Administrator Accounts and install the programs on the Individual Accounts. I know this is probably not the Best thing for the Computer, and it’s a HUGE waste of time and Effort….is there an easier way to do this, AKA syncing the users with my Administrator account, or to each other?
