My mass emails are rejected

We are trying to create an opt-in email newsletter for the members of our congregation, but when we send out an email, many come back as undeliverable. Upon checking the addresses, most are correct. I have been told that some of the larger ISPs willfilter incoming email if too many come from a single IP address. Is that true? If it is, what is a good workaround.
