My outlook will not open

When I click on my outlook icon it will not open the program and I can’t open it even in safemode.

I went online and found an article regarding a file called “OUTCMD.DAT” recommending to rename it but I cannot locate this file.

I am running office 2003 in Vista if that helps at all.

Any help would be appreciated.
