Need a util to limit cpu usage in Win2k

Anyone know of a util that can forceably limit CPU usage in win2k pro or even winxp pro by an executable? I would love to force aol.exe into a smaller cpu usage area. Bloody thing goes to 99% when I’m downloading email. I dont really think a 1.7 Mhz pc should hit 99% usage just for downloading multiple emails.
