Need to choose voice recognition software for daily use, handicapped person

I need to find a good solution for input via voice for a handicapped person who can’t type. It will need to be able to work anywhere there is text input needed, whether that be a browser, standalone product, or pop-up on a web page.

Does anyone have any suggestions from personal experience with any of the leading products?
