.NET Framework 1.1 Install Error 2711

XP Pro SP3
Domain Admin

I install .net framework 1.1 from dotnetfx.exe it starts to install but then results in this error…

“Internal Error 2711. S867460”

Tried a few basic things, nothing seems to help.

Any ideas?
