NET LOGON FAILURE

I do hope that I am not the only man to ever see this error. I am installing MS Small Business Server v4.5 on a new pc in a local bank next to a current server running NT v4.0 using static ip addresses. I made to SBS pc a member of the current domain and gave it an compliant ip address. My problem is when the SBS pc boots, NET LOGON FAILS in the event viewer, event id 7024. The actual failure error is “net logon terminated with server specific error 3097”. When net logon fails, you can’t add or manage users thru the SBS console. I have looked on the Tecknet to no avail.
