netsend

hello

i wanted to broadcast messeges to all users in our domain ,so i used netsend command in the dos prompt, it sends messeges to users only who have win 2000 but win 98 users dont receive any messeges ,i tried other softwares but the same problem occured.
i can only send to users who have pcs with win 2000 ,can i send to win 98 users ????????
