Netware Time Sync

I recently set up a Netware 5.1 Server and set it to be a secondary for time sync. But when go to DSREPAIR it says that the server is not in sync. I then checked the known server list and it is seeing 3 out of our 9 servers. How do I get the new server to see the rest of the servers on the network (Rest are all Netware 5.1 and one 4.11)?? Do I need to have a R/W DS Replica before it will be in time sync??
