Network Administration Error

I am administering a small network of about 50 users, running on Windows 2000 server with SP4. I have a PDC, BDC and a database server on my network.
Since two days ago, whenever i want to add a user or even reset a users password, i get the following error
‘this server is not configured for transactions’.
Any ideas out there on how to resolve this problem will be highly appreciated.
