Network Change Control

One of the most important functions defined within the FCAPS network management model is Configuration Management. The most common method for accomplishing CM is to implement a comprehensive Change Control process to minimize downtime due to poorlyplanned human intervention in system function, documentation and control. This is often deployed at the departmental level due to different needs within each department. But what happens when a department, such as Data Networking, finds itself taking the lead in a corporate merger and must scale its change control from a departmental convenience at the regional level to a corporate necessity of international scope? Please share your experience regarding Resources, Skills, Tools, Philosophy, Organization, Enforcement, Documentation, etc.
