Network connections using WPA (not PSK) TKIP PEAP?

We use WPA TKIP (not PSK) with PEAP and Authentication is a secured password for our wireless connection. The issue with this is that if someone has never logged in to a computer they will not be able to authenticate and will not be allowed on, they get the message that the domain is not available. This is because the user doesn’t have a cached password. Now we used to have WEP and that would let someone log in even if they never had before. Is there a way to fix this so that a person can log into a computer for the first time when it is connected only to wireless? I am, and have to, use windows XP to manage my wireless connections. I just don’t want to have to connect someone to a wire just for them to log into the computer the first time.
