network infrastructure & administration

I recently got a job to be an administrator of a local area network. However they currently run windows 98 and 2000 server, my issue is that there is a lot of replication irregularities, (connections not establishing, cant ping each other etc.) Do you think that putting dhcp relay agents on each subnet solve the problem? Please advise.
