Network IP Addr. change from command lin

I managed to use the “reg.exe” tool from the NT-RK to change an IP Address of a machine from the command line. Well, it works on a Win2K machine because I know where the IPAddress key(s) is/are located. Know of an alternative util I can use or whereto find the IPAddress key in WinNT 4.0?
