Networking Windows 98 to NT Domain

I have had an ongoing problem with one Win98 Workstation that cannot connect to the network. I have issued it a static IP, Configured TCP/IP to 192.168.0.2, Subnet Mask is 192.168.0.1, Default Gateway is 255.255.255.0
THe Server sees the machine in Server Manager as an NT Workstation but my other win98 machine is listed as a win98 machine. I have checked the cable connection, the nic card is configured right but still cannot find the server at logon.
Pulling my hair out and need help. I’m overlooking something really simple and can’t figure it out. Ready to wipe the whole system out and restart.
