New iPad vs Oldder Mac?? (For Art)

My wife is heavy into photography and digital art. Right now she’s finding that her PC running Photoshop is just not up the task. In my experience I’ve always leaned towards Macs being the best at that kind of thing but we don’t have the $$$ to drop on a newer Macbook right now. She started looking at the newer iPad’s and now we’re stuck.

Is it worth investing in an older Mac or should we just snag an iPad for a similar price?
