New job, You have more experience

Then any one at the company, the person you are hired to help and replace has on the job training but thats all. He likes to be the guy the people ask for help. He is slow to give you access to what you need and needs prompting from his boss to give you more. It is a great job, only fifty users now but a bad network setup. What would you do? I have access to what I need as long as my boss thinks I need it. And there are things like security settings and other settings that they have contractors doing, that I have no access to.
