No Access for C$

Mistakenly one of the administrators restricted access to the Everyone Group account on the C$ and all subdirectories under and now no one “EVEN” administrator account can access the c drive or user manager to change security.

Please help do you know how to restore some basic security to atleast gain control back of the server.
