No display of Hourglass while uploading file in Windows Vista and XP

I am running a java application which has file upload option. If Windows Vista or Windows XP with I.E7 is used, the hourglass doesn’t appear during the upload process, but Windows XP with I.E6 shows the hourglass.

What do I have to do so that the hourglass is displayed with I.E7?
