No option to Enable Offline Folders

When trying to setup offline folder access, I’ve run into the following problem. When I go to tools / services, highlight Microsoft Exchange Server, select properties and hit the advanced tab, the tab which should appear at the bottom right to enable offline folders is MISSING! Not greyed out, totally missing. I’ve tried reinstalling and it didn’t change. I’ve tried the Microsoft fix of renamaing four dll’s and reinstalling. That failed to fix it as well. Any ideas? Thanks.
