Not all public contact folder contacts appear in outlook 2003 address book

I’ve imported contacts into a new contacts folder in outlook 2003, and
then, copied the contacts manually with a copy and paste into a new
public folder that is mail enabled and I can view the contacts from the
folder itself but when I try to view them from the outlook address
book…I can only see the first few entries in the new folder…I also tried a
move but that didn’t work any better. Any suggestions?
