Notes to Exchange migration

In the middle of migrating Lotus Notes users to MS Exchange. I’m wondering if it’s possible to import the C:\NOTES\DATA\NAMES.NSF personal address book into the Outlook personal address book.
I want to be able to do this from the client side, Not the server side.
