Notifications

I’m trying to find out how to stop Windows 7 notifying me of an unknown USB device. I’ve gone into Notification Area Icons and set them to hide both icon and notifications, but it just keeps turning it back on.

Does anyone know how to tell it to cease and desist? Permanently?
