NT 4.0 Instant Messaging?

I am looking for a 3rd party application that can send network broadcast messages at scheduled times (i.e. when server goes down)from administrator to all LAN. I understand Windows 2000 has this capability (Server Task Scheduler) but is there something similar out there for Win NT 4.0? Please help.
