NT -> W2K Migration, retaining NT PDC

We are going to be installing three new Windows 2000 servers into a single NT domain environment with several NT 4.0 servers. One of these servers is the PDC and the rest are member servers. We are not upgrading the PDC, but we want to make one of the new W2K servers the new PDC, demoting the NT 4.0 PDC to a BDC.

Is it possible to do this and obtain the existing users, groups, etc. from the existing domain? All of the documentation on W2K active directory migration discusses upgrading the PDC to W2K as the first step. For compatibility reasons, this is not an option for us, unfortunately.

How can we accomplish this?
