NT Licensing Question

I have a standalone NT server which serves as an IP router (2 NICs installed). The clients on Network B (Ethernet) access an AS/400 on Network A via this NT Server/Router. These clients do NOT get authenticated by the standalone – they have their own Novell server for that. Do I need to buy licences for them to use the NT machine as their router?
