NT Service Database

I am fighting with a nasty high end NT 4.0 WS used for video editing. Problem is with RAS and IP Protocol. When I try to remove it, change it, etc, I get an error that the Service Database is locked. Humph. That’s it. Not sure on the history of the machine since the user has no idea what happened. What is the trick to get around this?
