Office 2003 Clip Organizer error

Currently this is the error that I am getting on one client machine when opening the Clip Organizer for clip art.

“Clip Organizer Cannot Complete the Operation”
Error Code 0x80040E21.

It is not an MDAC Problem as the latest MDAC is installed (Confirmed with the CC.exe)

I have reinstalled office twice with two different CDs.

If anyone could give me a direction to try in it would be appreciated.
