Office98 slowing to a craw

I have several users that are on Windows 98 and their machines slow to a craw. Now I’ve deleted cookies, temp files and removed all extra programs. They don’t have anything except the standard install. The machines are still at a craw. Where do I go from here? I have no idea on what step to take next for trouble shooting.
