One for Extreme Consultants

Has anybody ever worked with the Microsoft MUI? I’m interested in finding out if its an actual software application or if its just an add on to office (to ensure for license compliance) or if it is both. Thanks for any help you can offer. Just through some research it seems to me that it is an add on but has a separate registry for each MS OFfice application.
