only allow user to se what he/she created in public folders

My boss called me over this morning and informed me that there was an unspecified emergency last night. Ultimately, the senior staff was not able to call anybody. He then created a public folder with contacts in it and asked me if I could make so that all senior staff can see everything. At the same time, he only wants users to see what they have created. The best that I was able to come up with is to make senior staff ?owners? and make users ?contributors? without read permissions. My boss wasn?t happy with this resolution, because users? could potentially create duplicates in the contacts public folder. Does anybody have any suggestions?

Essentially, all my boss wants is a central repository of contacts that senior staff can access, at the same time, we don’t have the personnel to manually enter and keep this data up to date. That is why we need to grant users’ access.

So guys, help me out, I need to impress my boss. Also, please note that I’m looking for a quick fix, I’m not looking to deploy a major platform.

Last but not least, I did consider searching for some ASP or ASP.NET code that plugged into Active Directory. If I went that route, I would have to figure out how to block phone numbers and addresses so when users accessed the Global Address List, they wouldn?t see that information. Again, any help would be appreciated.
