Open Other Users in Outlook

Just found that users are opening each others mailboxes using the File-Open-Other User’s Folder- option in Outlook 2000 and 2002. I am using Win 2000 server and Exchange 2000. How can I change the security settings in either Win 200 server, exchange, and\or Outlook to keep this from happening?
