Oracle Forms trigger not firing

I click the Next Block button on my form in the expectation that trigger Key-NxtBlk will fire, but a message shows that it does not. Besides the message I have actions I want carried out before the new block comes into play, so I need to know why the trigger is not firing, or what trigger name I should use instead. My trigger code is at block level.
