Outlook ’03 MIME issue

I have 2 users out of 50 employees running Office 2003 SP3 and Windows XP SP2. when they receive e-mails from certain clients or colleagues with pictures embedded in the body of the e-mail, they don’t get the pictures, they get the header info and bunch of junk like it’s shown below.
let me mention that this doesn’t happen all the time. i changed outlook security settings, downloaded and installed all available updates, no go. this has been happening for sometime now.
