Outlook 2002 won’t open files named document.tiff

Outlook 2002 won’t open files named document.tiff unable to save it, print it, or open it. The error reads: “Can’t
create file: Document.tif. Right-click the folder you want to create the file
in, and then click Properties on the shortcut menu to check your permissions
for the folder.”
Can open other .tiff files, if renamed and sent back can be opened. Have tried opening with irfan view and Windows Picture and fax viewer same issue. Have ran a detect and repair on Office XP SP3 and restored defaults – same issue
